Pre loading images are something that you display when a viewer is waiting for some response from your website. This could be an AJAX query or may be executing of some other JavaScript code.
Even most of the popular sites also display them so that a user can get some feedback. For example when you upload a file, you need to wait for sometime before the file is uploaded. Displaying of simple text like "Please wait" or "Image Uploading.." was quite common earlier but now it is a good practice to show these GIF images or Flash animations.
